Precisely.  BUT any university or college library can obtain, through
interlibrary loan, Xerox copies of any article that has been published
in any magazine.

In general, the first place to go with a "How can I get a copy of this?"
type of question is to the nearest library.  And actually ask a librarian
-- don't just look in the catalogue.  You'll often be pleasantly surprised.
