You are right.

The T8 family has three link speeds - 5Mbit /sec, 10Mbit /sec, and
20 Mbit /sec. These are referenced off the input clock.

If you want to abuse link speed settings, try telling the processor it
is 20Mhz, the link it is 20 Mbits /sec, and clock it at 7.5 Mhz. Of
course, it will not talk to any other (sanely clocked) transputers - it
will need another renegade transputer to talk to, or itself.
Disclaimer - I have never tried this.

You will also put great strain on the local space/time fabric, so make a
will first.
