X' (or X-Prime) was an experimental system developed between 1990 and
1994 which proved some basic assertions about interactive modelling
and simulation: that models can be described non-sequentially in user
terms, that compilation can be done incrementally, that simulation can
usefully be controlled by an object-oriented user interface. As a
development group of 4 people (and part-time at that), had a big
problem: we had work for 20 people at least for the limited system
concept that we had! So we did the only thing possible: we made the
system concept even bigger...

The new concept is based on the idea of interacting clients and
servers operating locally or over networks such as the Internet. This
bigger concept is dubbed, naturally X'' (or X-Prime-Prime). A basic
decision was made: to put the X'' interface specifications in the
public domain. This is an invitation to universities and similar
institutions to participate in the X'' programme by studying and
commenting on the specifications and developing their own
contributions in the form of additional or improved client and server
software.
