We have developed a parallel make as part of a parallel application
development environment (PADE).  You can find a simple statement 
of the basic concepts and implementation at

Specification and examples of "pvmmake" and other utilities can
be found at

  http://www.cam.nist.gov/caml/sced/parallel/envir1.html

The PADE has not yet been approved for official release, but
we would be happy to provide a version to anyone who would be
interested in testing it.
