The WWW Consortium has working group on that.

"Close on proposal for concrete notation for HTML math, with initial deployment via
 plug-ins. Work with the HTML ERB to expand the interface between browsers and
plug-ins to support math. 

Longer term plans include "meta-math," a proposal for an extensible notation for math,
where new notations can be introduced, and semantics can be captured and processed, for
example, by symbolic math systems."
