Look at it this way: a synchronous send is like a standard send, but with the
additional restriction that it does not complete until the receive is posted.
So, MPI_Issend will return to the caller immediately (just like MPI_Send), but
will not complete until the buffer is safe to modify (just like MPI_Send) *and*
the matching receive has been posted.
